We granted this appeal to determine whether the Delaware County Board of Prison Inspectors ("the Board") is the "statutory" employer, pursuant to Section 203 of the Workers' Compensation Act ("the Act"), of John Peck ("Appellee"), a corrections officer at the Delaware County Prison ("Prison"), employed by the Wackenhut Corrections Corporation ("Wackenhut"). We hold that the Board is not the statutory employer of Appellee.
